Most overrated authors?

So I just finished reading Shadow & Claw by Gene Wolfe and all I can say is "meh." These two books, The Shadow of the Torturer and The Claw of the Conciliator really have no plot in the traditional sense. It's simply a series of events. No build up, climax, or resolution. The core concepts are pretty bland as well. Somehow this series of books is hailed as "the best SF novel of the last century", by Neil Gaiman, and its author as "the finest writer the science fiction world has yet produced", by The Washington Post. But neither could be true because Frank Herbert had Dune published in 1965, 15 years before The Book of the New Sun. I suppose I should take those claims as a grain of salt being that they are on the cover of the book.

Anyway, </end rant>. Which authors do you think, of any era, are overrated?
